The only difference between benefit and harm is proper planing and oversight. State regulations are supposed to protect you from starting a program that isn't feasible, yet most states do not require a real feasibility study. We do not administer programs so we have no incentive other than to give you the plain facts.   

Sometimes it just doesn't make sense to self-insure.
